Every three years, IRS regulations require 501(c)(3) nonprofit hospitals to conduct and publicly report a Community Health Needs Assessment (CHNA) and an accompanying Implementation Strategy to maintain tax-exempt status. At the same time, county health departments complete Community Health Assessments (CHAs) and Community Health Improvement Plans (CHIPs) on a five-year cycle.

This webinar explores how hospitals can effectively align their CHNAs and implementation plans with local CHAs and CHIPs to reduce duplication, enhance collaboration, and drive measurable health improvements. Participants will gain insights into IRS requirements, practical strategies for cross-sector coordination, and success stories highlighting partnerships that have improved community health outcomes and resource efficiency.
Target Audience:
Professionals responsible for community benefit, population health, strategic planning and compliance with IRS nonprofit requirements.
  1. Identify the IRS requirements and reporting expectations for 501(c)(3) nonprofit hospital CHNAs and implementation plans.
  2. Understand how county-level CHAs and CHIPs can inform and strengthen hospital CHNA processes.

Melissa Perry, MSW, LCSW 

Melissa Perry is the project coordinator at Compass Healthcare Collaborative. In this role she supports the development and execution of hospital quality initiatives including Hospital Quality Improvement Contractor (HQIC) network. Perry, a licensed clinical social worker, received bachelor and master’s degrees in social work from the University of South Florida. She is an experienced engagement professional with quality improvement and clinical experience working with patients and caregivers in ventricular assist devices (VAD), heart transplant, end stage renal disease, dialysis, mental health and substance abuse facilities and settings.

Becky Nowachek MPH, CHES

Becky Nowachek is a population health advisor in the Environmental & Local Public Health Bureau at Iowa Department of Health and Human Services.  Prior to her starting this role in April 2024, Becky served as a Community Health Consultant for Eastern Iowa (Region 6) for just over 9 years.  Becky started her career in public health in North Carolina where she spent 6 years as a Health Educator before moving back to Iowa. Before joining legacy IDPH, Becky worked at the local level in both county government and not for profit. Becky has an MPH and resides outside of Maquoketa.
