As part of the FY2025 final rule, CMS is requiring hospitals participating in the Hospital Inpatient Quality Reporting (IQR)program to report on the Patient Safety Structural Measure (PSSM). Structural measures provide a way for hospitals to address a topic for which no outcome measure exists. The PSSM is an attestation-based measure that assesses whether hospitals have a structure and culture that prioritizes safety as demonstrated by five domains. Hospitals will attest to whether they engage in specific evidence-based best practices in each domain. CMS expects that by attesting to these measures, hospitals will develop evidence-based programs and processes to support improvements in high impact areas. We will also include insights for hospitals that are not required to report on the PSSM but are proactively building a safety culture and program.
